Need for a Referendum to Change an Urban Service Boundary


I recently read an APA document that looked at Urban Service Area boundaries across the US and noted what made them effective or not. One thing seriously caught my eye. It said the Santa Rosa, CA required a referendum by the public to change the Urban Service Area Boundary. Does any one know anything about ths or other cases where such a requirement is in place to amend an Urban boundary. Let me know. Thanks.
