When working on NYS SEQRA, is the town usually the sole lead agency? I was asked by a relative but wasn't 100% sure so I thought I'd ask here. The specific place they are referring to is Ramapo, NY.

In my experience, yes. The approving body is lead agency. There can be only one lead. You'd also potentially have other Involved or Interested Agencies such as State DEC, Army Corps, Empire State Development, etc. All depends on the project.
