Oil Separators

I am working with a community that wants to create design guidelines for the use of oil separators within a aquifer protection district. Their zoning requires that any parcel that has more than 4 parking spaces install an oil separator, but now they want to go further. Does anyone know of a community that does this?

I am very pro-environment, but "wow!" Are we being a little extreme or is ther some really compelling reason?

They are a small (pop. 3500) built out community with a high quality and quantity water supply that they want to protect. The current zoning should "do the trick" but for some reason they want to go further.
