Urban Insight also supports an open source, minimalist content management system that works really well on sites that are a combination of static & dynamic content.

You can insert the CMS 'snippet' of code on a page that you want to be driven by the CMS, but the rest of the site can be managed/designed using Dreamweaver/Golive, etc.

It's sort of a technical developer's version of a CMS. We have about 30 clients using it, including some large clients (like universities).
