The City of Bangor has an exciting new opportunity for a Planning Analyst in our Community and Economic Development Department. This position provides oversight and support of a variety of functions in the City Planning office.

The successful candidate will perform duties such as: assisting Planning Officer with staff functions with the Planning Board including but not limited to plan/zoning reviews, analysis and mapping; maintaining the files and databases for Planning Board applications; tracking development trends; preparing data and mapping for Comprehensive Planning projects; assisting Planning Officer in the daily engagement with citizens, developers, design professionals and consultants regarding design, appropriate land uses, and City policy under established local, state and federal laws, rules and guidelines; preparing zoning map amendments for public display; performing mapping analysis of zoning change requests, and updating the Official Zoning Map upon any ratification; assisting Planning Officer in the collection, compilation and analysis of socio-economic data and statistics for use in technical studies and reports; maintaining Census database and other demographic information; developing a workflow for the City’s transition to digital document management and utilization (Laserfiche); providing support on spatial data management (development, collection and interpretation), creation of maps, spatial analysis and technical support services for City planning and development activities; utilizing geospatial analysis to provide support on implementing different methodologies and techniques (e.g., suitability analysis) that allow decision-making for planning purposes; and collaborating with Community and Economic Development staff and other departments with mapping and analysis projects as may be assigned.

A Bachelor’s Degree in Planning, Geography, Sociology, Pre-Law, Economics, or Statistics with significant coursework or certification in Geographic Information Systems; or in Geographic Information Systems with significant coursework or work experience in planning, community development or economic development is required. Education is in Urban and Regional Planning with educational or working background in Geographic Information Systems is strongly preferred. The ideal candidate for this position will also possess 1 to 3 years’ experience in municipal planning and/or GIS work; basic knowledge in land use planning; administrative and digital tech abilities in organizing projects; understanding of the practice of geographic information systems and cartography; understanding of the principles of database design and management; experience using data management and analytical tools (e.g., Excel, Access, Python, SQL Server or other); experience using the GIS mapping software, with a preference for ESRI software (ArcGIS Desktop, ArcGIS Pro); strategic and analytical capabilities to retrieve and interpret data; excellent communication skills, graphically, as well as oral and written; interpersonal relationship building and flexibility working in an office environment; ability to legally operate a motor vehicle.
