The Williston Planning Department is currently seeking applicants for its Planning Technician position.

The town of Williston offers an excellent compensation package including health insurance, retirement, paid time off, and overtime pay or compensatory time for evening meetings. This is a 40 hour/week Monday-Friday position with a hiring range of $18.49 to $20.00/hour.

Planning Technician

Department of Planning and Zoning

Non-Exempt/Gr. 4



Summary

The Planning Technician is the first point of contact for most members of the public, applicants, and researchers who email, visit or call the Planning and Zoning office. The ideal person for this position will be able to assist people by answering simple questions about the town’s permitting processes, zoning bylaw, and ordinances accurately. The Planning Technician also plays a critical role in the department by ensuring the orderly flow and tracking of several types of permits, inspection requests, agendas, meeting minutes and other items related to the town’s development review and permitting process. The Planning Technician will be responsible for many tasks related to the department’s transition to digital record-keeping and permitting.



Supervision Received

The Planning Technician reports directly to the Planning Director. Some tasks are performed in concert with the director or other staff members as part of a team effort.



Characteristic Duties and Responsibilities

The Planning Technician performs department reception functions, greeting visitors to determine the nature of their request; referring questions to appropriate staff members; answering inquiries about department and town policies; and assisting people with completion of applications.

Processes permit and zoning compliance applications

Issues fee invoices to applicants

Responds to a high volume of emails, phone calls, and in-person queries about permitting and zoning records

Maintains the supply of office supplies and equipment

Updates planning website calendars, agendas, and minutes

Prepares, posts, and distributes meeting agendas

Maintains databases of permit activity

Creates quarterly reports for the office and Development Review Board (DRB)

Attends two evening DRB meetings per month; records DRB meeting minutes and publishes them on the town’s website

Assists with online meeting hosting, administration and monitoring during DRB meetings and other committee meetings as assigned



Knowledge, Skills, and Abilities



Communication

Zoning and permitting requirements can be complicated and difficult to explain. The ability to communicate complex information verbally and in writing is also crucial because people make decisions about their property and plans based on the information they receive from the planning technician. While the person in this position will be able to refer to a senior person on the staff for clarification, it is critical that they are able to listen to statements made or questions asked by members of the public and correlate what is being said or asked to what is applicable within the town’s zoning rules and permitting procedures.



Customer Service

The Planning Technician is often the first person a member of the public or applicant will interact with when they come to our office. The person in this position will deal directly with members of the public who are short on time, frustrated with a permit requirement, or making a complaint about a proposed development or a neighbor. The ideal person for this position will be able to provide accurate, consistent, and understandable information to all of these diverse “customers” in a manner that reflects the Town’s values and the mission statement of the department: to “encourage landowners, builders and others to make positive contributions to the future of the community.”



Specialized Knowledge

Knowledge of administrative and clerical procedures and systems such as word processing, spreadsheets and databases, mapping software, document design software, records management, transcription, and other office tools

Basic understanding of online meeting systems (i.e. Zoom, Meeting Owl, Microsoft Teams)

Strong organizational skills

Basic understanding of town government services

Knowledge of local government planning and zoning



Qualifications

Bachelor’s degree in an appropriate discipline with some coursework in land use, architecture, historic preservation, Geographic Information Systems (GIS) or conservation, plus some relevant experience in a related field, or a combination of education and experience from which comparable knowledge and skills are acquired. While this position involves many administrative tasks, it offers an individual looking for experience in planning at the municipal level the chance to contribute to a wide variety of current and long-range planning activities while working as a part of a team. As the Planning Technician gains efficiency and competency in the position, they may be able to add additional special projects to their work, including organizing and operating volunteer events, publicity campaigns for matters staffed by the department, and assistance with projects in cooperation with other town departments.
