Public Progs 2 Induce Private Urban Design

I am on the hunt for established city or county programs wherein the public sector pays part of the cost of detailed urban design if adjoining private landowners/developers agree to develop/design together. I know of several examples from the Pacific NW where where this occurred successfully outside of a formal, pre-existing program. I am looking for structured programs that encourage this cooperation for better compact centers.
