Septic system, above ground, self contained

Can a self contained septic system (has to be pumped out frequently), be installed without the neigboring landowner's approval? The odor and/or possible spillage may be a problem. Any help would be greatly appreciated.

Ordinarily any on-site sewgage disposal system can be installed wherever the local or state health authority has issued a permit. I am not aware of any jurisdiction that requires notice to neighbors, much less a neighbor's approval.
