Subdivision regulation and enforcement: a introductory guide

Our office is starting to commence to begin on an education brochure/treatise for our county's municipalities on the basic need for good subdivision regulations and their adequate enforcement. The geographic context for this project is northern Appalachian foothills rural.

I would love some links to resources (reports, articles, photographs, lawsuites, etc.) covering issues such as:
  • public costs to poor private subdivisions
  • the perils of no or inadequate enforcement of local subregs
  • What happens when land is subdivided without adequate public environmental review?
  • Etc.

We hope to produce a straight-shooting, hard-hitting proverbial "dope-slap" type of report that will open up the eyes of some local officials as to what is happening in their own backyards.
