I am looking for cities that have restrictions on the development of surface parking in their downtowns. I believe that Denver (?) and maybe Seattle(?) restrict the development of surface parking. Specifically, I am looking for ordinances that have disincentives for surface parking development. Please let me know what cities do this.

I'm almost positive that Toronto has restricted/banned the development of surface parking lots in the central area. I'll have to go through the zoning by-law to confirm.
