I have a paper based on the ethics of planning and the decisions you should make accordingly. If anyone has a suggestion as to where I can get some information on cases and different studies along those lines for research then please let me know.

I'll suggest the Canadian Institute of Planners Professional Practice Manual. It has a few good chapters on ehtics and decision making.

For ethics related to the subdivision and sale of land Deuteronomy has some things to say. ;)

Why don’t you interview one of your county commissioners? ;-)
