Job Description
Overall Job Objective
Southern Maine Planning and Development Commission (SMPDC) is seeking a Transportation Director to join a fast paced, collaborative transportation network by providing leadership in transportation planning for 39 municipalities.
The Transportation Director will be responsible for the execution of projects and activities that use both state and federal transportation funds. The ideal candidate will also ensure the collection, analysis and evaluation of demographic and transportation related data as well as public input to understand the transportation system requirements in the region and apply the most recent transportation planning practices. The position will manage staff in the fields of transportation and planning, and will collaboratively work with staff in the fields of economic development, land-use, sustainability, and resiliency planning.
Job Scope

Works on problems that are extremely complex and requires exercising judgment with information that is developed from extensive data collection, analysis, and knowledge of the region’s transportation systems. Makes recommendations and frequent presentations to and leads discussions with transportation committees, external groups, and the public.

Has high level decision making responsibility. Failure to make accurate decisions or achieve results will seriously impact the agency’s operations.
Communication 
Frequent interaction with external staff and policy level customers. Continuous interaction with internal customers. Frequent presentations and discussions with transportation committees, external groups and the public. Supervisory Responsibility 
Manages and directs, through entry level and senior professional staff, the activities of several functional areas. Trains, develops and assigns work to SMPDC Transportation staff.
Essential Duties and Responsibilities 
Ensures the implementation of all aspects of the required rural and metropolitan planning process in the SMPDC Region. 
Ensures compliance with federal and state laws and regulations relevant to the activities of the KACTS MPO, such as updating the Long Range Transportation Plan and Transportation Improvement Program (TIP) per the federally required schedule. 
Ensures the timely annual development and execution of the KACTS, PACTS, and other MaineDOT contracts and tasks. 
Coordinates with the Maine DOT, the Federal Highway Administration (FHWA), the Federal Transit Administration (FTA), the Maine Turnpike Authority, and the Northern New England Passenger Rail Authority (NNEPRA) in various matters, including the progress of MPO and other MaineDOT programs and projects. 
Oversees or delegates as appropriate oversight of contracts with firms and individuals performing services for components of the SMPDC transportation program. 
Provides timely and detailed information to meet and satisfy member municipalities’ transportation planning needs. 
Plans and manages meetings of the MPO Policy Committee as well as meetings of other specially appointed subgroups.  Acts as the principal liaison with the public and media regarding MPO and other SMPDC transportation planning activities. 
Ensures on-going training and development for staff, transportation committee members and key transportation support staff. Ensures member agencies are informed on developments in the transportation, land use, air quality and planning fields. Ensures there is an effective public participation process that creates and educated, interested and concerned public regarding transportation plans in the region. 
Supervises and manages all SMPDC Transportation staff and ensures continued staff professional development. 
Coordinate the Regional and Statewide Traffic Incident Management (TIM) program with First Responders dealing with accident scenes. 
Performs routine administrative duties as required. 
Perform other tasks and duties as assigned. 
Requires occasional day travel, and requires attending occasional evening meetings.
Education and Experience Master’s Degree in Transportation, Planning, Engineering, Public Administration or a related field, or Bachelor’s Degree with at least 6 years similar supervisory experience.
Previous Work Experience 
A minimum 6 years of experience leading complex planning studies, projects and activities, preferably within a Metropolitan Planning Organization, including the management of teams or units of professional staff for at least three years.
Required Skills, Knowledge and Abilities 
Excellent verbal and written communication skills and ability to present effectively in environments that are often fast paced and pressure filled. 
Able to assess rapidly changing work situations and assume and/or delegate task responsibility in an effective and efficient manner. 
Able to independently develop, manage and product value added output from loosely defined planning tasks. 
Current and working knowledge of federal, state and regional transportation planning laws, rules and guidance, particularly regarding Metropolitan Planning Organizations. 
Able to lead effectively an interdisciplinary team of professionals to achieve a common purpose and objective. 
Able to manage effectively multiple priorities and handle unanticipated emerging work needs. 
Competency in commonly used business computer software packages, such as Microsoft Suites (Word, Excel, Powerpoint, Outlook etc.) Experience in ESRI GIS software preferred. Valid Drivers license required. _____________________________________________________________________________________________
