Unbalanced tax system promotes urban sprawl


Say economic developers, rural and urban..where does taxing land and personal property get entered into the "physical plan" of planning and zoning?

Collecting taxes on buildings rather than putting the tax in land- Just came across this Link thru Taub Research. It's the Geonomy Society with online papers from the president of that society.

There is a reference to Pittburgh's successes and the large percentage of "tax shifted" land in that city.

Is planning already intersecting with the tax assessor's office beyond ren zones and the like?
