My firm is presently attempting to create an overlay district, perhaps some type of viewshed, for an area that has the following qualities:
1. It's a "gateway" entrance into the town
2. Its adjacent to an interstate highway and a State Scenic byway
3. The area contains active farmland but also contains significant undeveloped industrial zoned land. (The zoning isn't going to change because of a vocal industrial landowner).
The goal is to protect the agricultural and rural qualities of the area as development pressure grows on the undeveloped land.
Any experience with rural or agricultural viewsheds would be appreciated.
