I was hoping to gain information on how other cities/counties have dealt with wineries near residential areas. What conditions were used to regulate the accessory uses many wineries have on their properties, festivals weddings wine tasting etc. What restrictions or mitigation measures were placed on new housing developments near wineries and visa versa?

California used to publish a book of APA contacts... maybe just call the City Planner from places like St. Helena (which has a Winery district), City of Napa, Napa County, Sonoma County, Calistoga, etc? I'm sure they specialize in wineries and know their impacts better than anyone.

Tim Cessnock City, literally the town next door(tm) has a large proportion of the famous Hunter Valley Vineyards. They have a settlement Strategy on their website (under Publications) and some planning controls under the Development, Planning and Building Information tab that may be of interest.
