Do you do zoning setback inspections before a single family residential dwelling is built? Alternatively, do you require as-built drawings after the project is completed?

I know of many communities that do these inspections, and at the moment we are doing them, but a staff member mentioned that he came from a community that required as-built drawings instead of the inspections. What are the pros and cons of each process or do you just require both?
